So Raw's official preview mentions the possibility of a new Raw GM twice:

When Raw convenes in Washington, D.C. on Monday night, Shane McMahon is scheduled to appear. In recent weeks, Shane and his sister, Executive Vice President Stephanie McMahon have implored the WWE Universe to maintain composure on the brand, which has recently been overrun with civil unrest. They've also requested that our fans allow their injured father, WWE Chairman Mr. McMahon, the privacy he desires. Could Shane be coming to Raw to name a new General Manager?
And then:
Finally, announcers Michael Cole and Jerry “The King” Lawler touched on rumors last Monday that, in the absence of a General Manager, Shane and Stephanie McMahon are searching for a new Raw GM. Will our fans soon see a new face as Raw GM? If so, who will take the reins?
They keep mentioning a "new face". Could this be to throw us off?

I think "new face" is supposed to throw people off. Every blog about RAW in the last 3-4 weeks has said Regal's likely coming back as GM. It makes little sense to bring the old GM back to TV on the night they name a new GM. Then again, WWE isn't always logical.
At this point, I would be happy to see a shot of him just sitting in the audience. Bring the man back already. I have to say, Monday nights have gotten pretty boring over the last couple of months without him.
